Kann in einer von geoökonomischen Spannungen geprägten Weltwirtschaft weniger Globalisierung für mehr ökonomische Sicherheit sorgen? Im Gegenteil, meint Andreas Baur, die Reduzierung strategischer Abhängigkeiten sollte durch bessere Diversifizierung erreicht werden.

Um den Klimawandel zu bekämpfen, müssen erneuerbare Energien und klimafreundliche Technologien weltweit möglichst schnell zur Verfügung stehen. Laut Andreas Baur und Lisandra Flach gibt es durchaus Argumente dafür, die Produktion solcher Technologien auch durch den Staat zu fördern. Das Ziel der Klimaneutralität muss an oberster Stelle stehen, während die Frage über den Produktionsort klimafreundlicher Technologien nur zweitrangig ist. Die Diversifizierung von Bezugsquellen ist der Erfolgsgarant für stabile Lieferketten und die Reduktion bedenklicher Abhängigkeiten. Eine merkantilistische EU-Handelspolitik wäre hierbei kontraproduktiv.

Fewer companies in Germany say they are dependent on intermediate products from China. This is the finding of an ifo Institute survey, according to which 37% of all manufacturing companies in Germany are currently dependent on important intermediate products from China. In February 2022, immediately before the start of the war in Ukraine, the figure was 46%. “At the same time, we see that fewer companies are looking to reduce their imports from China in the future,” says Lisandra Flach, Director of the ifo Center for International Economics. Two years ago, nearly half of manufacturers were still planning to do so. In the latest survey, this proportion fell to 38%.

Pour ce faire, les entreprises cherchent avant tout à diversifier leurs sources. En 2023, 58 % des répondants ont élargi leurs chaînes d’approvisionnement et trouvé de nouveaux fournisseurs. Une entreprise sur trois envisage par ailleurs d’étendre sa propre base de fournisseurs. « Malgré la réduction sensible des perturbations et des pénuries de matériaux observée l’an dernier, l’industrie allemande continue à réorganiser ses chaînes logistiques. La diversification amorcée est en effet un travail de longue haleine qui exige de la persévérance », explique Andreas Baur, chercheur à l’Institut ifo.

German manufacturers continue restructuring their supply chains even after the COVID-19 pandemic to reduce the risk of disruptions. This is the result of a new survey by the ifo Institute and EconPol Europe. Companies focus primarily on diversification. Of the companies surveyed, 58% have broadened their supply chains and found new suppliers in the past year. Moreover, one in three companies plans to expand its supplier base further. “Despite the significant decline in supply chain disruptions and material shortages last year, the transformation of German manufacturing's supply chains is still in full swing. Supply chain diversification in particular is a long-term task that requires companies to be committed for the long haul,” says ifo researcher Andreas Baur.

A division of the global economy into geopolitical blocs would hit European pharmaceutical manufacturers, automotive manufacturers and suppliers, and manufacturers of machinery and equipment particularly hard. This is the finding of a study conducted by the EconPol research network and presented today in Brussels.
