Project

Determination of Economic Indicators for Monitoring the Progress of the Bioeconomy

Client: Federal Ministry for Economic Affairs and Energy
Project period: April 2016 - March 2019
Research Areas:
Project team: Johann Wackerbauer, Tilmann Rave, in co-operation with the Leibniz Institute for Bioeconomy (ATB), the Fraunhofer Institute for Systems and Innovation Research ISI at Karlsruhe, and the nova-Institut at Hürth

Tasks

This study aims to contribute to the development of the scientific basis for a long-term monitoring of the bioeconomy. Thanks to continuous monitoring, a knowledge base for political action and a public debate about the bioeconomy will be created. To achieve the objectives of the National Policy Strategy Bioeconomy, indicators will be developed based on scientific criteria. Methods of data collection will be established that make all dimensions of the bioeconomy measurable. The progress in the transformation process towards a bioeconomy, as well as potential barriers or trade-offs will be visualized to enable decision-makers to draw any necessary conclusions.

Methods

During the three-year project span the following ten work packages are to be processed:

WP 1: Requirements for statistical data and indicators and inventory

WP 2: Biomass flows and utilization of by-products

WP 3: Methodological development of a bio-based indicator system under economic aspects with strong links to the NACE classification

WP 3a) Methodological literature review
WP 3b) Assessment of bioeconomic activities below the NACE classifications
WP 3c) Development of indicators

WP 4: Quantification of cascade and coupling usages

WP 5: Innovations, patents, education

WP 6: Combination of economic indicators and ecological accounting

WP 7: Pilot project for the chemical and plastics industries

WP 8: Drivers and restraints in the transition to the bioeconomy

WP 9: Further development of the NACE classification

WP 10: Project Management and Workshop

The ten work packages will be elaborated in co-operation with four project partners. Work package 3 constitutes the core of the investigation and is therefore divided into additional three sub-tasks.
