Die mittlerweile sieben Jahre andauernde europäische Schuldenkrise hat die Eurozone und die Europäische Union, einschließlich der Europäischen Zentralbank (EZB) und ihrer Geldpolitik, entscheidend verändert. Nullzinsen oder negative Zinsen, Programme großzügiger langfristiger Liquiditätsbereitstellung für Geschäftsbanken und großangelegte Programme zum Ankauf von Staatsanleihen und anderen Sicherheiten haben die vergangenen Jahre geprägt. Der Präsident der EZB, Mario Draghi, hatte angekündigt, die EZB werde alles tun, um die Eurozone zu retten - „koste es, was es wolle“. Die EZB wurde gleichzeitig intensiver in die makroprudenzielle Analyse der Stabilität des Finanzsystems, die Bankenregulierung und die mögliche Anwendung eines Abwicklungsmechanismus für Banken eingebunden. Vor diesem Hintergrund stellten viele Beobachter fest, dass sich die Ziele und Verantwortlichkeiten der EZB erweitert haben, und manche Beobachter kritisierten, die EZB habe ihr gesetzlich festgelegtes Mandat überschritten. Diese Situation war der Ausgangspunkt für die Konferenz „Das Preisstabilitätsziel der Eurozone und die europäischen Schuldenkrise“ am 28. September 2016 an der ESMT Berlin, die gemeinsam von der ESMT Berlin und dem Max-Planck-Institut für Steuerrecht und Öffentliche Finanzen organisiert und von der Stiftung Geld und Währung finanziell unterstützt wurde. Die Rubrik Forum der Ausgabe 1/2017 des ifo DICE Reports stellt die wichtigsten Argumente dieser Diskussionen in Form von Kurzbeiträgen der Konferenzteilnehmer vor.
