Dr. Constanze Stelzenmüller is an expert on German, European and transatlantic foreign as well as security policy. She is currently the Kissinger Chair on Foreign Policy and International Relations at the Library of Congress and a Robert Bosch Senior Fellow in the Center on the United States and Europe at the Brookings Institution.

In her presentation, Dr. Constanze Stelzenmüller highlighted the role of the European Union as a global player in the context of Covid-19.

The pandemic is a stress test for all of our systems at the same time: national state, markets, society, Europe, transatlantic relations and the international community and its institutions. That is the context in which the question of the future of European foreign policy now arises. This crisis does not end globalisation or international cooperation, but it deepens already existing distortions. In particular, it demonstrates Europe's weaknesses — at national level and in Brussels.
