The Federal Ministry of Finance (BMF) requires support from scientific expertise in order to prepare political decisions conceptually and to implement financial, tax and economic policy. Analyses and short studies need to be prepared: These are dedicated to policy-relevant research topics and issues that need to be fundamentally and systematically processed, and they also include time-critical research work. Based on these findings the BMF is able to act flexibly and evidence-based in the current political situation.
Methods
The ifo Institute in Munich and DIW Berlin are partners on the basis of a framework agreement with the BMF and provide support for the requested short expert reports. Both institutions are among the leading economic research institutes in Germany and Europe and combine unique expertise on financial, tax and economic policy issues.
The methodological approach is based on the research question of the required short expert reports. Depending on the task and the research topic, the ifo institute and the DIW can draw on selected experts from their institutes and interdisciplinary networks, e.g. from the fields of finance and financial policy, foreign trade and monetary macroeconomics. Other possible research fields such as climate and energy policy, capital and financial market regulation, behavioral economics, industrial economics and structural policy may also be relevant for the project. The same applies to the digital transformation with its economic and legal issues.
