In its third funding phase, Ariadne continues to show ways through the complex detailed questions of the energy transition: Ariadne researches energy transition strategies and their systemic effects as well as sectoral interactions. Ariadne explores policy instruments to achieve climate goals in an efficient and socially balanced way. And Ariadne investigates which governance and which institutions are needed to shape effective climate protection. The project specifically addresses decision-making problems of policy-makers, but also initiates debates with policy-makers, stakeholders and citizens with the aim of shaping a common learning process. In its sub-project (work package 2), the ifo Institute deals with the topic of distributional issues and social ownership. In particular, the focus is on modeling and analyzing the distributional impacts of climate and tax policy options.
The work package is motivated by the consideration that distributional issues and a social design of the transformation will be crucial sticking points for a successful energy transition. The overarching goal of the work package is therefore to analyze the distributional impact of climate and energy policy instruments in the context of the tax and transfer system, and to investigate and present the preferences of citizens and stake-holders with respect to these instruments. The acceptance of instruments is an important prerequisite for reliable instrumentation. Furthermore, financing costs and financing options through levies, user charges, taxes or (public) debt will be investigated. Finally, the aim is to bring together the material and immaterial dimensions of the acceptance of policy instruments and thus to explore the preconditions for social ownership of the transformation.
