On 28 April 2016, the 67th Annual Meeting of the Ifo Institute took place in the Great Hall of the Ludwig Maximilian University of Munich (LMU). The public part was entitled: "The European Union at a Crossroads". At the beginning of his presentation, Ifo President Clemens Fuest examined the current situation of the European Union. He focused on the European Monetary Union and proposed the introduction of a new form of second-order government bonds – accountability bonds – to deal with the debt crisis in the euro area. This was followed by a panel discussion that included Clemens Fuest, John Ryan, London School of Economics, Quentin Peel, Financial Times and Jeromin Zettelmeyer, Director of Economic Policy in the Federal Ministry for Economic Affairs and Energy. The participants debated the future of the European Union, taking into account a possible Brexit.
