The energy-saving regulations that took effect in 2009 and 2014 (EnEV), which both respectively featured a significant toughening of construction requirements, gave a fresh boost to construction costs in new residential construction. The effects, however, were spread over several years and were overshadowed by other developments. Individual branches of both manufacturing and construction may have benefited from the new energy regulations, but new residential construction was slightly curbed by it.
