The financial crisis has put the European Union to the test. Compliance with the Financial and Stability Pact, which should be a central element of budgetary discipline, has been de facto suspended by many countries. However, a monetary union without common budgetary discipline is not sustainable in the longer term. In the Forum section of the ifo DICE Report 2/2019, academics present proposals to increase budgetary discipline in the euro area.
