As a sector, personnel services are heavily dependent on manufacturing industry. Due to the current weakness of industrial production, companies in the manufacturing sector have been hiring less. A growing number of companies are introducing short-time work and the number of employees is falling. Less use is being made of temporary workers, which is depressing personnel service providers’ sales.
