Efficient Implementation of Climate Targets

Fundamental decisions must be made particularly quickly in two areas – carbon pricing and the expansion of renewables. Without a strong guiding instrument, the fundamental signals to drive decarbonization in all sectors will be missing. Without the availability and market integration of sharply increasing amounts of renewable energy, there will be no way to compensate the elimination of fossil fuels in sectors such as transport and industry. However, Germany’s new climate protection law is only of limited use in promoting the necessary market and innovation dynamics. A further reform of the law in the course of the legislative period, e.g., to consistently reflect the EU legal framework, would be a chance to make improvements here.
