Digital Transformation - How Can Germany Catch Up with the Leading Nations?

In an international comparison, Germany is only in the middle of the pack when it comes to digitization. There is a lot of catching up to do, especially in digital services provided by public administrations and in the digital innovation capacity of companies. Are an excessively narrow regulatory framework and a lack of digital skills and data protection concerns hampering the digital awakening?
