Sanctions against Russia: Was Their Impact Overestimated? An Interim Assessment

Following the Russian attack on Ukraine, the West imposed extensive sanctions, ranging from export and import bans to financial sanctions and sanctions against individuals, such as travel bans and asset freezes against members of the Russian elite. Their goal of persuading the Russian government to end the war against Ukraine via the associated economic consequences has not yet been achieved. Nor has the predicted massive collapse of the Russian economy materialized: In 2022, Russia's economic output shrank by only about 2% - far less than expected. Has the sanctions policy failed?
