Tasks

Due to the ageing population, contribution rates to Germany`s public long-term care insurance are predicted to grow swiftly. Against this background, the project investigates whether contribution rates can be stabilized after 2040 by paying out subsidies. These subsidies would be financed by issuing debt, investing in the capital market and using the accumulated surplus. Moreover, organizational and law issues associated with such a policy are discussed.  

Methods

The project analyzes a model specifying the demographic and economic development in Germany as well as morbidity rates and yield differentials between the capital market and government bonds. The accumulated debt will be repaid in full until 2060.
