Der demographische Wandel hat gravierende Auswirkungen für die umlagefinanzierten sozialen Sicherungssysteme. Besonders anschaulich ist das am Beispiel der gesetzlichen Rentenversicherung (GRV). Die Reform der umlagefinanzierten Rentenversicherung gehört daher zu den dringendsten Vorhaben der amtierenden Regierung. Mit den Rentenbeschlüssen im vergangenen Herbst hat die Koalition aber zunächst drei Schritte in die falsche Richtung gemacht. Clemens Fuest zeigt in seinem Gastbeitrag, worauf es bei den anstehenden Verhandlungen über die Rentenreform ankommt, um die Rentenfinanzen stabilisieren zu können.

Participating in the Economic Policy Debate Folgen des Verfassungsurteils: Investitionen schützen
Die Politik in Deutschland hat die Verantwortung, zu verhindern, dass die aktuellen Finanzierungsprobleme langfristige Schäden anrichten, fordern Clemens Fuest, Michael Hüther und Jens Südekum. Deutschland leidet nicht unter einem ökonomischen Schuldenproblem in dem Sinne, dass die Kapitalmärkte dem Land die ursprünglich geplanten Kredite nicht zu Verfügung stellen. Vielmehr muss es seinen Umgang mit dem Verfassungsgerichtsurteil finden und rechtssichere Haushalte aufstellen. Doch dies darf nicht auf Kosten öffentlicher und privater Investitionen geschehen. Ansonsten gefährdet Deutschland seine Zukunft und damit letztlich auch seine Schuldentragfähigkeit.

Die aktuelle Diskussion zum Klimageld überzeugt Clemens Fuest nicht: Eine Kombination aus Erhöhung des Grundfreibetrags, des Bürgergelds und eine Senkung der Grenzsteuersätze wären für alle Bürger am Ende des Monats auf Gehaltszettel und Konto sichtbar. Wenn man noch deutlicher sein will, könnte man den Entlastungsbetrag auch explizit auf der Gehaltsabrechnung als Klima-Bonus ausweisen.
