More and more, the tax system must cope with a globalized economy. The state needs a solid tax base, but it must also hold its own in the global competition between locations. A key question here is what a future-oriented, competitive tax system should look like. The state faces major challenges on the expenditure side as well. While the ageing of society is increasing spending on old-age pensions, the state must not neglect investments in infrastructure and education. Maintaining these investments will secure future performance and protect public finances from debt crises.
