Geopolitical Risks for Germany and Europe - What Do They Mean for the Economy?
For the first time since the end of the Cold War, Germany and Europe must again engage intensively with geopolitical risks and potential threats of war. This requires effective deterrence and the capacity to defend ourselves against attacks. It is equally important to prevent Germany and Europe from becoming dependent on raw materials or critical goods, such as medicines, thus making us vulnerable to blackmail. In times of scarce resources, this primacy of defense and economic resilience means that other objectives, such as the welfare state, redistribution, or environmental protection, can no longer be pursued as intensively. How should we address this trade-off? What is necessary for effective deterrence? How can an increase in defense spending be financed in both the short and long term? Is the introduction of compulsory military service necessary? What precautions should be taken if trade is likely to be disrupted due to conflict?
