Starting Points for Increasing the Labor Force Participation of Women and Older People

In recent decades, the employment rates of women and older people in Germany have risen sharply. Nevertheless, there is a growing shortage of skilled workers in many sectors of the labor market. This poses considerable challenges for companies in Upper Bavaria in particular. There is a strong interest in leveraging the existing potential of women and older people, both in terms of participation in the labor market and in terms of working hours. To this end, realistic reforms are to be identified and, where possible, their impact on employment quantified.
